Posting for posterity, you can use MSI Afterburner/RTSS but there is also another way. Note: I don't use MSIA or RTSS for FPS limiting so I've no clue how easy those are.
1. Enter Windows display settings by right clicking on your desktop and selecting "Display Settings".
2. Scroll down and find "Advanced display settings".
3. Scroll down and find "Refresh Rate".
4. Adjust this value to 60.
5. Launch game and via launcher set monitor refresh rate to 60 and enable VSync.
This worked for me because VSync locks the internal FPS of the game to the monitor's hard set refresh rate. It's laggy as **** but the puzzle is pretty simple so get through this, wait for the save icon (and I also save manually to be safe) - and revert settings then relaunch.
Hope this helped anyone.
I find it also a bit weird considering Rise of the Tomb Raider didn't have this issue, at least not that I had. Kind of lame considering.
Shoutout to you. I've tried all kinds of variations from other posts but this one actually worked. You can leave all your Advanced Graphic Settings at max. Just mess with the half refresh rate option and set it to 60hz. Runs like doodoo and the stupid puzzle works.
Lol, this thing actually worked. Ive tried changing it on my screen options, turned off dx12.. thanks!
