Could try reinstalling Nvidia drivers. Use DDU to remove the old install though.

Alot of this I did not know until I researched to buy my RTX 2080 several months ago.

For those unaware - in SOTR there is Ray Traced Shadow Quality (RTX) and an RTX DLSS (usually greyed out). You want to turn on the Ray Traced Shadow Quality (which is RTX) and you must have DirectX12 and an RTX Nvidia card.

RTX = Ray Traced Shadow Quality (they are the same). Enable this for RTX.
RTX DLSS is Nvidia's Deep Learning Super Sampling technology that works with RTX.

The RTX DLSS is simply the DLSS portion and at this time SOTR only supports DLSS 1.0 - which is not very good (Kind of blury). This is a nice feature to have if you plan on using a very large scale monitor or need more Frames (the game is choppy when RTX is on). It will smooth out some alias artifacts but it will degrade other image quality a little bit.

DLSS 2.0 is much nicer and gives you nearly no image quality loss while improving frame rate. Still, you really only need DLSS if you have choppy gameplay when RTX is on because native is better.

This is the way I understand it so if anyone has learned more feel free to correct me.

Unfortunately, the higher-end 10XX and all the 20XX have a major malfunction in Shadow and for it to run you have to reduce DX12 to DX10/11.
Nvidia did issue a specific driver for Shadow and their card(s) but again, it involves DX10/11.
If there's any doubt, read through this forum for all the "super" Nvidias that won't run the game.

Good to know. I had around 2 crashes in 90 hours on my ASUS RTX2080. I had all settings maxed, DX12 on, Raytracing on and averaged about 90 frames exclusive full screen. So they must have patched it or I am lucky. If any of you had trouble running it before I would try again.

I do not have any issue using DX12 with a RTX2070 SUPER. I can enable Ray Tracing without any problem. Your information is not up to date. I never had to play using DX10/DX11. I suppose the issue was with earlier version of the game, not the current one.
