Lighting issues (certain areas way too bright)

In certain rooms around the game, my lighting will just instantly go from nice to washed out and near blinding. It only happens around those flame torch-bowl-things I think, but it's really annoying. I had a very similar issue in Rise of the Tomb Raider around indoor campfires, too. Can anyone help identify the issue and offer a solution?
Yes, I have *just* updated my drivers.

if necessary, here are my specs:
16 gigs RAM
2 gigs VRAM (GTX 760)
i5-3570 (3.5 ghz, 4 cores)
Dell P2014H monitor (if that matters)

EDIT: It turns out that the graphics settings I was changing just absolutely refused to save. For future reference, you need to change your graphics settings from the launcher rather than the main menu in order for them to apply and save. At least that's what was happening to me.
