You will need to upgrade gpu..

Shadow of the Tomb Raider System Requirements

"At minimum spec we expect you to be able to run the game on LOW settings at 30 fps/720p.

Our recommended spec for 60fps/1080p average on HIGH settings is the following:
OS: Windows 10 64-bit
Processor: Intel Core i7 4770K, 3.40 Ghz or AMD Ryzen 5 1600, 3.20 Ghz
Memory: 16 GB RAM
Graphics: Nvidia GTX 1060 6GB or AMD Radeon RX 480, 8GB
DirectX: Version 12
Storage: 40 GB available space"

Nothing fancy on my end: i5-4670K, GTX 760, 1020 x 1080, DX12, all game high settings, except SMAA, Motion Blur OFF, FPS 23-25 inside cities, 25-30 outside cities. All is just fine running, normal performance and amazing graphics.
If you embarrassed with FPS readings only – just switch it off and play the game.

I know i need a new GPU but i'm not so that rich, i didn't expect the game graphic will go so that far, but in that way i think there are only few people who can play this game, that doesnt mean more graphic = less ppl to buy that game? How will they get money if bring up the grapfic?

Use these settings:

Resolution: 1920 by 1080
Directx 12: Disabled
Fullscreen: enabled
Exclusive fullscreen: off
Antialias: off
Vsync: On

Texture: High
Shadows: Low
Level of detail: Normal
Tesselation: Off
Ambient occlusion: BTAO
Motion blur: off
Depth of field: Normal

If you're not satisfied with the fps, reduce the resolution to 900p

You have i5 6400 and GTX 950. This is above the minimum requirements: i3-3220, GTX 660. Not clear why you cannot handle this game, just ignore fps. My own rig is worse than yours, see above No.3.

You can try these settings.

Enable Direct X 11. Direct X 12 barely works on non Pascal GPUs and has micro stuttering.

Fullscreen mode enabled. Exclusive fullscreen disabled.

Set shadows to low. Normal shadow is basically the same shadow but with antialiasing.

Tesselation: off (barely affects the visuals)

I own GTX 960M and was getting similar fps readings. Making these adjustments made the game slightly smoother for me.

I have tried all your recommended Display/Graphics settings. Roughly FPS inside a city is actually the same, outside of a city FPS is slightly better 30-34 or even more, never reached such maximum before in this game, lol. And it seems that the micro-stuttering has been also reduced, at least it seems so. OK, this all looks positive and I will leave your settings in my game, thanks a lot.

1280x768 is the best way to play at 60 fps with medium settings, and is not so bad

It turned over your PC and you can handle this game. Still not clear why you so obsessed with fps. With my lower that yours rig I have an amazing visuals and absolutely normal performance at 30 fps with resolution 1920 x 1080. Have you tried settings recommended by Grimson Warmech, post #5 above?
