If you embarrassed with FPS readings only – just switch it off and play the game.
Resolution: 1920 by 1080

If you're not satisfied with the fps, reduce the resolution to 900p
You can try these settings.
Enable Direct X 11. Direct X 12 barely works on non Pascal GPUs and has micro stuttering.
Fullscreen mode enabled. Exclusive fullscreen disabled.
Set shadows to low. Normal shadow is basically the same shadow but with antialiasing.
Tesselation: off (barely affects the visuals)
I own GTX 960M and was getting similar fps readings. Making these adjustments made the game slightly smoother for me.
I have tried all your recommended Display/Graphics settings. Roughly FPS inside a city is actually the same, outside of a city FPS is slightly better 30-34 or even more, never reached such maximum before in this game, lol. And it seems that the micro-stuttering has been also reduced, at least it seems so. OK, this all looks positive and I will leave your settings in my game, thanks a lot.
Except your gtx 760 is better than a gtx 950....you i5 4690k is also better than a i5 6400....
