Insane CPU usage.
So usually the game is at around 80-100 frames for me, dipping to 60 rarely, but GPU is constantly at 90+%, except when I get to the first hub area, where my CPU (Ryzen 3600) goes to pretty much 100% constantly, and my GPU dropping to 60-70 (framerate goes to 30-50). So obviously there's a bottleneck, but how the hell is 3600 not enough for this game at 1080p? Is this some elaborate joke I don't get?

The town areas do consume a lot of resources. I am currently using an i5-10600k and RTX3070 running the game on high graphics preset. I generally get around 100fps.

uh the lower the resolution the more the game would utilize the cpu
At 1440p the gpu should be at 90%+ again

The GPU is at 90%+ everywhere, except in hub area. That's the problem, hub area tanks framerate, because it starts destroying CPU which should be able to handle this game easily.

My guess it's because of the large amount of npcs and possibly also lazy console port.
You would see similar fps drops in large settlements/cities in Assassin's Creed Odyssey.
Your cpu will be fine as long as it got adequate cooling.
If you want more constant cpu usage you should try to increase the resolution.

Try a more serious simulator (not Project CARS) on a race with 20+ cars and at rain and maybe you will see your CPU being the bottleneck.

U serious? I'm on my i5-3570 and GTX 1070 and my GPU usage is 75% on average and CPU is 80%. And average FPS is 64

He will most likely see the same low fps even if he upgrades to a Ryzen7 5800X or i9 10900K with 1660Ti unless he plays on 1080p low or 720p.

How many games out there actually use more than 6 cores and 12 threads?

racing sims such as Assetto Corsa Competizione or rFactor 2 are heavily CPU demanding (and ACC or certain tracks like Nurburgring Nordschleife at rF2 are also heavily GPU demanding too), much more than Shadow of the Tomb Raider ever dream to be.

Yup, I know, still, he says he never saw a game where the CPU can be the bottleneck, I just gave him an example (also the guy I replied to have Project CARS but it is not that CPU demanding either).

It depends entirely on what resolution you play at.
Even the i9 10900K would probably bottleneck let's say a rtx 2080ti/3070 if you play modern games at 720p

Dirt 5 is not a simulator, it is an arcade game and much less CPU demanding.
