Shooting in Hidden City (Changing the Weather) BUG - Can't Complete - HELP

I'm trying to complete the Shooting in Hidden City (Changing the Weather) and all I need is one more, its marked on my map, but yet there is nothing there. I watched videos, tutorials, even others that had issues, nothing works. I tried shooting invisible as someone else mentioned. That does not work either. Any ideas?

Try verifying the integrity of your game's files through Steam as you might be missing file(s).
Have you tried the official SE Shadow forum?
If you have already read through this forum and the solution(s) didn't work for you, then I have no other suggestions.

Edit: I read your post wrong. Jackattack is correct, the mark is where you started, not where your next target is. Either search further in the City or Google the "Change in Weather" and check against what is posted on Google.

The mark on the map shows where you shot the first one, so you have to look around some more.

All of the frog totem things are in the general area of the mission where you go talk to the five outcast. One is between two buildings and kind of hard to see.
