Croft Edition - where's all the bonus weapons and outfits??

I've pretty much played TR from the start, and was really excited for this one - and although I don't normally go for the extra stuff I decided this time to pay a little extra and went for the Croft Edition, based on all the bonus goodies listed.

However, I see no way to equip additional weapons or outfits, and I've already been playing for a good hour - the previous Tomb Raiders used to have regular base camps now it seems they are pretty scarce and I can only upgrade skills at the ones I've discovered. So, where is all this season pass content that I've paid for? Has anyone else discovered how to get these additional outfits and weapons?

2 outfits and all the weapons now, 7 more in the next 7 months

You already have the 2 outfits and weapons in your inventory however there are spots in the game which do not allow you access to these weapons/outfits.
They will become available in due time.

So the Season Pass is like a pre-purchase for upcoming DLC basically?

You need to play a bit more to unlock the inventory-feature on basecamps where you can change outfits, it's not available at first basecamps.

Currently you've got 4 extra weapons and 4 extra outfits with Croft edition - one of each is from Season Pass and other 3 from Croft edition. (You get more from Season Pass later on).

From Croft Edition:

Weapons:
- K&H Kap Pistol
- Puka Huk's Bow
- Sedgewick 707 Shotgun
Outfits:
- Explorer Outfit
- Robes of Puka Huk
- Tactical Adventurer (Black)

From Season Pass:

Weapon:
- Exiled Fox's Bow

Outfit:
- Tunic of the Exiled Fox

Yes, although Season Pass also includes some exclusive content which will not be available as DLC, for example the weapon and outfit you got immediately (Exiled Fox's Bow, Tunic of the Exiled Fox).

Shotgun is introduced really late in game, I don't remember exactly where. When you get your story-shotgun you also get Croft edition shotgun.

I think they send you there in the first or second story mission in hidden city
