If you talking the Fire Temple, it's not a bug as I did the same thing so it's player error. Each wheel only turned once, then you couldn't crank the wheel anymore. So I Google'd Fire Temple walkthrough and followed exactly what Lara did in that video.
I reloaded the check point and followed the video. Temple raided.
Just in case this is not the same, please verify the intergrity of your game's files through Steam. Also, make sure your graphics driver is up to date as both AMD & Nvidia put out Shadow exclusive drivers. Also, you might want to check out the optimization that each manufacturer recommends for Shadow. Also search this forum and the official Square Enix Shadow forum for this problem. Although I have yet to read about this problem in this forum.

If you are talking about the Temple with the columns with numbers on them, I could turn them back and forth to my hearts content. Walk up to the wheel and interact with it, then it's A or D to spin them. If that's not working then as suggested try a verify.
Have you opened the two sides?

They contain clues to the puzzle.

Thus far the only puzzle that left me a bit stumped was the mirror one. Heading in the right direction in terms of difficulty but...a notch or two higher would be nice.
I have a similar bug, when you turn the wheels nothing happens the symbols don't move. I've watched walkthroughs of how it's supposed work but they just dont budge I've tried verifying integrity also going back to just before she enters the fire temple where she has to take out the guards nothing has worked... I really don't want to have to restart even though it's relatively early in the games progress. Any ideas?
Just read the other thread and people are saying that if your frames are too high, the physics go bonkers and the pillars get stuck. So, what are your fps?

Other people had success with switching to dx11 instead of dx12 (possibly also because fps drops on dx11?).

Yes, that's it precisely. Turning on V sync solved this for me.

That's because turning on V-Sync limits your frame rate based on your monitor's refresh rate. For instance, if your monitor is running at 60Hz while V-Sync is on, then you're limiting your frame rate at 60 frames per second which avoids potential physics bug. I myself have tested it between 60-120fps via MSI Afterburner/RivaTuner Statistics Server Utility Software; as a result, it works just fine, even without Vertical-Sync enabled. Running above 120fps may cause the game to break physics, and thus this introduces progression blocker. In other words, you're pretty much stuck until you set frame rate between 60 - 120 fps via MSI Afterburner/RTSS.

The v sync in the in-game menu worked fine for me.
Can confirm the change to V-sync worked like a charm.

I felt really stupid and stubborn, didn't want to get help from outside, but after about 15 min of trying to spin the wheel, with no feedback from the game, I decided to go here and thank ♥♥♥♥ I did.
100% confirmed on my machine as well. My FPS was around 290 with ultra settings. I tried everything on my linux machine by switching from native to different versions of proton and nothing worked. I already had Vsync enabled but my monitor is a 165HZ gaming monitor. I had to set my system settings of the monitor down to 60HZ and go back into the game. My FPS counter confirmed I was running at 60HZ and the tiles spun just fine. Crazy!!
Put ultra graphics and it is solved
If vsync doesnt work on you, try anti-aliasing SMAA4X you are welcome
