"To fix the problem of Shadow of the Tomb Raider stuttering on PC, you should change the priority the game has on the Task Manager. Open your Task Manager and find SOTTR.exe. Bump its priority to High, and that should fix the stuttering issue. In fact, it seems to solve the problem across the board, as far as PC goes."
Another solution might be to disable your Geforce overlay, this has been know to cause issues with some games sound.
Good luck!
My SOTTR was already at High priority, but I just managed to solve this. I just changed the Windows sound to stereo.
Although I keep disabling Geforce overlay in mind it the problem returns. Thanks!
The final solution for me was this;
"Set the game in Windows to high priority. Through Steam, this can be done by right clicking the game, clicking Properties, on the General Tab click the Set Launch Options button, and type "-high" (no quotes, but with the dash in front), then click OK."
