You also get new skills, weapons and cloths for starting a New Game Plus, the path (Serpent, Jaguar or Eagle) you take is free the other two paths can be unlocked in the skilltree, weapons / cloths can be bought from the trader in the first city.
A new game resets everything back to zero and assumes that you are playing the game for the first time.
New game + will ask you to use an existing save file which imports your unlocked skills, gear and weapon upgrades and unlocked outfits to be available immediately once you reach the first ever base camp. You can choose a higher difficulty here to make things easier.
As Shisk said above, NG+ also grants you 3 exclusive skills for free based on your chosen path but the remaining ones are unlockable with skill points and there are also weapons and outfits that are purchasable from the merchant in Kuwak Yaku.
Yes you can use NG+ to play on Deadly Obsession. I am already at 92% progress on that difficulty (at the point of no return). All the collectibles reset btw so if you want to have 100% completion even on NG+, you need to get them all over again.
You should get it on NG+... just curious if you are going for 100% again
