There isn't an option for Environmental Sounds that I can see. There is 'Environmental Subtitles' which is greyed out unless I turn main subtitles on which makes the entire game subtitled - that's what I was talking about before. Could you double check what you're trying to describe, as I can't see it in my options->audio/language screen? If this option is what you're talking about - as I say, it's greyed out unless main subtitles are also on :/ I can't find a way to have main subtitles off, but environmental subtitles on.
I wonder if some people don't realise there is this additional story dialogue going on, because it only seems to be in Spanish - rather than thinking it's just kind of background chatter that's not fully fleshed out. For instance, in the first village, while most dialogue is in English (and about half the random conversations going on around you are also in English), there is a lot of foreign-language conversation going on in the town as you walk around that, with subtitles on, turns out to be fully recorded Spanish conversations. Stuff about the local drunk, where people sheltered during the storm, people having arguments, talking about Lara and the other characters, etc.
Basically I can't see a way to have this dialogue be subtitled without having the whole game subtitled, unfortunately :( Which sucks as I find subtitles distracting, but it's fine for foreign languages... just not the rest of the game... :/
And yes, you are correct about having subtitles enabled.
BTW: Everyone gets Spanish unless you change what language subtitles are.
I'm attaching a pic here that shows what my language/audio is set to:

As for Spanish, I believe that is the language that the people in Peru would use (I'm not sure it's Spanish as it may be Brazilian...just don't know since it's South America).
Nope, as I said in my original post, it is the Spanish dialogue that you hear around the game (even if you have set everything to English, there is still dialogue in Spanish as you walk around town) - there is no way to see what the people are actually saying without turning on subtitles for everything. That kind of sucks, because a lot of the dialogue is interesting and adds character to the world, but you have to enable subtitles for everything (including all the English) to see it - and I generally find subtitles distracting. Try turning on subtitles, and walk around the first village in the game - you might see a lot of extra dialogue and conversations you didn't even realise were there!
It seems like an oversight to me on the part of the dev team and an easy thing to patch in if they wanted to... !
