sometimes the game don´t start but if i try a few times the game starts.
you can delete what you have written but i didn´t do it. in theory nothing will happen if you delete it (not tested by me) be careful because i don´t know if can mess with something.
this game has been a headache for me to play it since i buy it.
I see where you got your information. According to gamesplanet help blog to fix the crashes you can either do what you mentioned or turn off your internet. For me it worked doing both. When i did that the game only crashed once for me since instead of every 20 minutes.
this is no resolution.
For me the game crashes all the time i've press Esc button or click on Return option.
I've already edited the OpenSSL and have tried to run the game without net connection.
I did not have to turn off my internet access. Just the OpenSSL tweak.

Previously, The Sinking City would not start at all or I would receive a Crash pop up.

Thank you @Chr01s
Glad it worked for you, iv´e heard on internet a post when they say frogware has recovered the ritghs for publishing this game, so in a few months they release a more stable version with a new dlc and a few fixes, maybe u can wait and try that newer version instead, it´s free if u already had the game.
