finding rags
About a third through the game and the rarest consumable in this dump of a city is rags. Makes no sense. I have plenty of ingredients to make bombs except rags. Is there a reliable source for rags anywhere?

Controlling the number of rags limits the use of explosives without limiting other weapons. They will start to appear after your bombs are gone. Storywise, a different ingredient like matches or phosphorus would have made more sense.

Duck into infested areas, search the first two or three containers you see, pray to RNG. Rags will come.
