The game cycles through builders to pick up finished gold bars from smelter, then drop it back right away and switch to the next builder. Loading from save fixes it one time, until it breaks again for the next trade.
Btw can you add canceling / re-selecting trade in market / merchant? Players may create duplicate trades by mistake and there is no way to cancel them, even tearing down market and rebuild doesn't cancel pending trades.
We checked the pick up & put down animation and found out that it's actually broken in the way you described sometimes. You will be able to fix it via Save&Load however, it might break again later on.
About resetting trades: It should always be possible to send the trading ship away by declining offers via the trading UI. You will then have to wait for another trading ship to appear.
There is currently no way to reset/cancel/overwrite specific trades in the market place. However, tearing down the market place should have reset all trades, but actually it didn't. So this one is a bug as well.
We are working on a fix for both. Sorry for the inconvenience!
