Performance issue

I really enjoyed this game, but having some performance issues. When looking horizontally, it is very smooth as expected, but when looking up/down vertically, it is jittery, like vsync isn't really working. I have an RTX 3080 and set the nvidia settings for this game to use vsync, but I think it is the game itself. I tried even the lowest graphics settings with the same result. Otherwise, the game is very stable and the frame times are perfect. If this could be resolved, it would be a much more enjoyable experience. I want to play this for my youtube channel, but unless the jittering in the vertical look is fixed, I do not want to record this game. Thank you for your time.
