If you've completely managed to not see any of the promotional material, or synopsis for Cold Steel III, then I can only say congratulations, lol.
From what we do know though is that to get the most of the story, people are ideally expected to have played both Trails in the sky and the Crossbell games prior to starting Cold Steel III otherwise there is supposedly things that may not make sense, or are huge spoilers for the previous games. That is sort of problematic since Crossbell haven't yet been officially localised. NISA have supposedly said they are aware so there may or may not be something to bridge that gap in some form or other.
No, you do not need to play the Trails in the Sky games or the Crossbell games for CS3+4. Everything you need to know for the story of CS3+4 is given to you in those games. You won't be lost.
Rean+Crow beat Vermilion, Osborne shows up with Altina, Claire and Rufus. Rufus and Altina are revealed to be working for Osborne. He then uses Rean as a public figure "Ashen Chevalier" - the big hero of the Civil War. Basically making Rean a puppet for his schemes in Crossbell.
Note that it is not clearly revealed why Rean is working with Osborne in the end of CS2 BUT it is implied quite a bit how Rean feels about working with his dad. Not sure if he was threatened into doing it or just forced to because he is a public figure.
If I was Rean though I'd say screw them and join Toval+Sara+Fie. Rean's character is just built to be a bracer.
I didn't know Altina Orion was working with Osborne even if it was told in the story i just could't seem to remember it, but i did remember Rufus for some reason. It makes more sense now why they teamed up together afterwards most likely by the orders of Osborne himself. I'm still a bit surprised how Rean and Altina are getting along so quick after being enemies for quite some time.
Really looking forward to play CS3 and i was kinda shocked by the news of Osborne btw. I didn't see that coming! I believe Rean's character is actually built to be a bracer as well.

long story short, play the crossbell games, you can get an illegitimate version with translation and voice acting, though if you can buy the games andapply a patch it would be better.
+1000 the Crossbell arc is so good!
