All DLC is optional, costumes, accessories, and glasses are cosmetics that change a character's look.
Ride-alongs are little plush things which attach to a characters arm. Also a cosmetic. Arcus covers are useless cosmetics which appear in a menu..
I'd also get the all accessories one so you can give the characters cat and bunny ears and tails who you want to have those things. I use those all the time too.
I use Alisa's Unspeakable costume, but never Rean's.
None of the Shining Pom sets are worth buying, nor are the Arcus covers. Don't bother with those ones.
Glasses and ride-alongs...that depends on whether you like them or not. Personally I usually like to keep my characters with no glasses or ride-alongs so I don't use those DLCs. But if you like those things on your characters, then you should buy them.
And you can also use your clothing DLCs from CS 1 in CS 2. So that's what I do for some characters for who I like the CS 1 clothing more.
As for the poms. They're not needed, but if you intend to max level, they're practically the only way it's possible. Else you'll stop level with roughly 40-50 levels left to go.
There sadly isn't any since they were made for different platfroms. The first two games were on PS3 and PSVita, while the third game was on PS4, so there wasn't any way for a PS4 game to read a save file from PS3 or Vita. The first two games do have PS4 ports now, but they came after CS3 was released.
There is zero point whatsoever in getting to the max level in either CS 1 or in CS 2.
Because:
a) CS 2 automatically nerfs your level down to a much lower level than you ended CS 1 at. And you get the same exact drastic nerf of your character level regardless of how high you leveled up. You don't get less of a nerf if you reach the max level.
So therefore, reaching max level is a huge waste of your time and/or money (waste of money is for if you reached max level via buying Shining Pom DLCS).
b) CS 3 has no save port from CS 1 and/or CS 2, so there is also no point whatsoever in reaching max level in CS 2.
