Do I need to keep CS2 clear save for CS3?

It is unlikely. Sen 3 was released on the PS4 with no way to carry over data from Sen 3, so Sen 3 assumes that Rean did everything in the first two games and didn't date anyone.

The PC release for CS3 might allow you get some items for importing a CS2 save, but that'd be about it.

No, because in CS3 Rean starts as a clean sloate. So everything you did up until now, doesn't matter. Falcom gave a huge middle finger to fans with CS3.

Sen 3 assumes that Rean dates everyone.

Does that mean it assumes Rean saw ALL the final bonding events or NONE of them?

It assumes that Rean could have seen any one of the final bonding events scenes, and keeps things vague enough so that which one that was is never really clear. Enough time has passed so that any relationships Rean might have had at the end of the second game are kinda up in the air by the time Cold Steel 3 starts. So if for example lets say you pick Laura at the end of a cold Steel 3 run. The game won't outright tell you that Rean confessed to Laura in Cold Steel 2, but it can be assumed that he did and that now the characters are sort of picking up where they left off. If you didn't pick anyone in the past games, then this could be seen as Rean finally picking someone after holding off for so long. It pretty much works both ways really from what I can tell.

Okay, that sounds like a reasonable enough way to handle it. But I am guessing that you can't actually pick up where you left off right away, and need to wait until the end to do so.

Pretty much yeah. It's the final bonding event in the game that really matters.
