Yeah makes sense. The soldats would basically be overpowered if they can eventually be immune to everything lol.
I'm not sure how many Spiegels were made or used in the East during the Civil War, but even if they were used against the Reformist Faction I think they could likey manage to deal with it as long as they don't use regular soldiers. The Reactive Armor was effective vs Class VII in CS I because it was meant to be used for defense against tanks. And while the Reformists do use tanks, I don't know if the reactive armor is simply there to completely protect it from tank shots (some of the Soldats were dodging tank shots during the cutscene where they appear towards the end of CS I) or if it simply boosts its defenses and isn't guaranteed to make them impenetrable.
Though even if it did make them resistant to tank shots, I'm sure the armies could try to employ different strategies, since it is implied that Xeno and Leonidas may have ways to fight off Valimar and since characters like Principle Vandyck can cut a tank in two!

I'm not sure what you mean by this... but soldats taking down armored tanks are attributed to their mobility and strategic advantages (i.e. terrain). Having reactive armor merely mitigates damage from regular gunfire, but not from tank shells. This is shown when you first arrive at the Nord Highlands where you see those more mobile, armored cars falling back; unable to damage the soldats with their machine guns. Zechs knows this, hence why he baits out the soldats to walk into the tanks' line of fire where they can damage the soldats.

you don't own any of the games from the series according to your steam so why do you spend so much time just to trash a game you havent played?
I get the feeling he's just trolling us most of the time. If there was active moderation on these forums, I'd report it, but oh well.
