Frame rate issues with Steam version compared to Oculus version.

I tried playing this game with the Valve Index on Steam and the frame rate was dropping down into the 30s with an RTX2080 and an i9 processor. Same pc playing the Oculus home version with a Rift-S and I get a solid smooth frame rate. Why??
