Cant hold down K or L for Detroit smash and delaware smash

I'm pretty much stuck in training cuz it wont let me complete the charged L and K attacks on my keyboard eventho im clearly holding them down.. Am I not getting something here?

you have to keep holding it until he gets a special effect around his body. it confused me for a bit too.

He glows green after the first attack, then you press the attack again and does the shooty.
