I also highly encourage you to go into training mode and build combos. It takes time to learn and practice new combos, but that shouldn't discourage you. If you're Todoroki and your opponent can't get close to you, there really isn't a reason for you to use combos, as he's a zoning character. On the chance they do, it'll be good to know some good combos.
If keyboard is what you're comfortable with, you can make it work. I prefer controller, that's what I find easy to use.
XXX> Directional+B> XXX>Directional X
What should happen is the first 3 hits of his basic combo,The directional B will do a freeze punch,Redo the kicks and then do a unblockable before he kicks them away
If you can find what buttons correspond with that on keyboard(His basic attacks/Specials) you can easily make him work
I don't play Todoroki much, but in story i mostly did:
