Excepted the game from AV.
Deinstalled Citrix (Issues with Unity games etc)
Downloaded and installed all Runtimes:

I searched my machine for Citrix, but I don't believe it's on here to begin with.
I've run the All in One installer and there were several things it failed to download- however the installer closed automatically when it was done with installing so I couldn't record what failed.
I opened it again and the only things it's still prompting for me to download are "Adobe Flash Player v32.0.0192" and "Microsoft Visual J-Sharp 2.0 SE"
I'll try to reinstall those and record how that goes.
I don't know what "Excepted the game from AV." means?

Actually I retired downloading like 4 times and for some reason it's managed to get both of these now? It said "End!" anyways. I guess I'll see if games work now.

for WindowsWcpOtherFailure3 running WindowsWcpOtherFailure3 "fsutil resource setautoreset true c:\" in CMD with admin rights and restart should fix it.
for CLR20r3 reinstall/repair Net framework should help.
You could try a "sfc /scannow" (CMD admin) too
AV = Antivirus Software including Windows Defender.
GPU driver is not uptodate use Intel® Driver & Support Assistant.

I seem to have up to date Net Framework, I tried to install 4.5 and it wouldn't let me as I had a newer or the same version on the machine already. I did have the Net repair tool check my computer, and it did seem to suggest something was wrong? Though It seemed to think the issue was with installing the Net Framework, not with it not working, so I'm not sure if that meant anything.
did a CMD scan, it didn't come up with anything wrong.
How do I excempt a game from my antivirus? It's happening with all games that use Direct X, if it was an issue with one game seeming malicous to the AV, I don't think it would do that for many different games.
Intel Driver only wants to update my "Intel® Chipset SATA/PCIe RST Premium Controller" Will see if that helps anything.
It was directly from the microsoft page, and I didn't need to pay them, so, don't know?

AVs tend to cause access violation on games as well as failing to load/save game data, without even informing the user about it.
have you tried to start the game from the install dir directly rather than via steam?
I uninstalled IObit Malware Fighter, just to make absolutely sure it wasn't blocking anything. Nothing works still.
I have tired that, at least with other games I'm having the same issue with. I don't actually have Treasure Hunter installed, since it wasn't working, but We Happy Few is having the same issue. I've gone into the folder for it and tried to run the game from there- the error message it's giving me is:
" The application was unable to start correctly (0x000007b). Click OK to close the application."
I've tried to follow that up before, it had to do with missing drivers I believe, but the Windows OS entire reinstall I did should of fixed that. And I tried manually putting in the drivers myself, and I believe I mixed up 32 bit and 64 bit files, making more games not work until the OS reinstall.
did you use the windows reset function? And if what option did you select?
Or did you use the media creation tool to download the iso, mount it to a bootable USB stick and make a clean windows install.
