You can't directly 'buy' the VR version on the store, you are instead redirected to the base game. And owning the base game unlocks the VR version automatically on your account.
Even if the VR version is basically the same game as the standard version, there are still changes made to how the game works, and I guess there are probably some changes to the graphics as well to make sure it runs more stadily.
Depending on how they have done it, having the two versions combined could also make the game much larger to download and install.
If you think it's confusing then I can't tell you that you're wrong, but is it really though? xP
The two versions are so clearly named:
"Hellblade: Senua's Sacrifice" and "Hellblade: Senua's Sacrifice VR Edition".
That seems pretty clear to me ;)
