Every thing is quite finished, yes, just a functionnality that is not finished, pnj we invite in base do nothing apart gving monyey.
It seems they should do more, fighting at least but it's blocked by dev cause bugs.

I think that is the better questions. I guess the game is "finished" but I see VERY little playtime on this game... which is scary lol
Btw the roadmap is added in those update announcement which mentions they're planning more dungeons, weapons, events, functional npc, etc which i'm looking forward to a lot.

Roadmap for version 1.0
Improve and supplement the support for workshop.
Add more types and gameplay of dungeons, such as rare beast dens, ruins and lost treasures, boss challenges or infinite dungeons, etc.
More new events and rewards.
Add weapons with new assaulting mode, interesting toys, and amazing pets.
Functional NPCs and traveling merchants will visit player's shelter.
Add more management content of shelters and farms.
The remaining plans in the schedule will also be updated one by one.
I have 49.7 hours in the game. 40 of which are before using mods. There's definitely a good game foundation here, but if you start the game using mods I think you'd be doing yourself a disservice because then you can basically strip the game down to an easily overpowered and short experience that would match the 10 to 15 hour time mark a lot of folks are mentioning. My last 9 or so hours were spent in that way on a new character just to see what the effects of mods on the core gameplay loop would be. As far as content completion goes, I completed everything on both characters EXCEPT for the FINAL final boss, and i don't care if it makes me a weenie, I ain't wasting my finite time on trying to beat that with or without mods lol.
We just came from playing Necesse and that is a much better example of the town builder, with action fighting genre. This game feels like its just trying to ride on the success of rimworld and forgot it needed real substance.
