My first idea is that it's a Beale cipher. Each number would stand for a letter and the key would be one of the texts in the game.

It's not very likely, though. The distribution of the numbers is odd for a Beale cipher. The range is very narrow (the smallest number is 184 and the largest is 222) and most numbers repeat multiple times (for instance 200 appears 3 times and 207 appears 5 times).

Maybe they are coordinates to the letter blocks. Maybe some kind of character coding that is not ASCII. Possibly related to the final puzzle after the challenges.

It might be a homophonic substitution cipher, where multiple numbers correspond to the same letters. But if that was the case, I don't know why they would start at 184 and not just go from 1 to 39...

Also, if I remember correctly the final challenge has a block of 13x17 letters and numbers, so 221 in total. The achievement numbers go to 222. Coincidence? Probably.
Does anyone know how to go about these extra challenges?
Also, how could you validate them?
