TLDR:I think Nessla is better than Oceara but I think Ganki is better than Nessla.
Nessla is a better all-rounder, with useful turn 1 and 2 abilities and its electric synthesis. Being able to heal yourself every turn you have stamina is nothing to scoff at, and a certain miserable blue-haired troll has an endearing tendency to feed it electric moves if you have it on the field, which guarantees you at least one easy knockoff during those encounters. It's a good tank for capture farming (unless you're facing two tems with type advantage), can forego damage for a significantly stronger self-heal (self-target), and has a decent AoE electric hold move at later levels that can potentially clear the field in favourable circumstances.
