From what I know about him I doubt he will implement eng translation.
If you don't like that, just don't buy the game

I meant Mediascape, the company that puts this game to steam.
You can contact them but I doubt the company isn't big enough to care and hire professional translators (unless this game sells well in the west).
I'm sure that they'll never hire fan translators even if they are willing to work for free.
I don't think ZUN doesn't want some random weeb translating it and misinterpriting, altering the quotes, he would want someone he can trust.
I'm not sure but I doubt the publisher has a full-control on deciding whether to add a translation or not (they can persuade ZUN, but can't implement it unless he agrees on it)
It works well on all Touhou games i have, but it doesn't seem to work for the text on TasoFro's games, aside from Immaterial and Missing Power and Hisouten(soku) somehow...
Any text that isn't image-derived remains mojibake.
