Still possible IMO, sure they (SEGA) had their own rhythm games (MaiMai & Hatsune Miku: Project Diva Arcade for arcade release) but they still hand out licences to other developers like Taito and Bandai Namco. In fact, the arcade version of Groove Coaster just recieved new songs to celebrate Magical Mirai 2018.
There's still a room for hope, though...
EDIT: I just reread the full title for this discussion and if you ask for any anime songs... then that's where the problem starts. I'm pretty sure that anime is a bit notorious with its licencing. Correct me if I'm wrong on this part.
