Not really! Once I figured out what I needed to get with Vera, I've not failed with her since nor have I struggled to get those stats. If you're in serious need of a boost, either sit with one of the other characters for a +4 stat boost (usually you can tell by the dialogue prompt what you'll get) or (and this is only if you have the money to spare) buy an item from the spot that'll boost what you need. As long as you don't fail too many events either, it's pretty each to boost stats.
I've had a lot of runs where I've had near 20 with at least 4/5 of them.
You could visit side characters during lunch for a considerable boost, but there's a chance both the stats available are ones you do not need. Vera also has pretty harsh requirements as to how many heart points you need (harsher than any of the other five in fact), so you won't be able to do this too many times.
I personally focus on Smarts/Creative/Charm and that never failed me before. Vera's events often give you money anyway so you won't have to visit the library early on. If you don't fail any event you'll almost certainly have enough.
