Ya but get two Money answers and go to the library as much as possible, doesn't seem to cut it.

You're doing something wrong, then. In a 3 weeks game, doing what you're suposedly doing gets you to 21 money (-2 for each time the shopkeeper is at the library). There are also lots of minor NPCs at lunch that will give you money. The gift in the shop also has a chance of giving you a lottery ticket that gets you 99 money. There's also a ton of Vera events that will give you money as a reward.
Plus, if you're going for a 6 weeks game, there is simply no way you're not gonna get enough money.
