Seriously, if you like the production bonus, why not setup city efficiency at that level as default.
So, this sounds like enhanced AI - not expanded AI.
If I'm misunderstanding you, plz let me know.
In 'real world terms' - Think of a small aggressive country that decides it's role is to 'protect the coast line against all comers.'
FWIW I have never played against 'Expanding AI'
I always use 'Enhanced'
My 'NCC', (No City Capture), AI fall into 2 categories:
1a) They generate lots of units and will explore the immediate area and sometimes far beyond.
1b) They will attack almost anything except cities.
1c) They 'glom', (surround) around 1 or 2 cities close to their starting cities.
2) 'The Pri Ze' - No unit production which allows the city to 'grow' in 'Efficiency'.
With @bailey.5050 's idea I will try to give them more weapons to produce which should make for a more irritating nuisance nuance AI.
Imagine an AIs that:
Type 1) Builds 10s of barges with defensive range fire.
Type 2) Builds bombers and destroyers

You are minding your own business sailing along when your DD is sunk by suicide attacks from what seems to be a huge number of aquatic beasts.
You send a BO over and it meets the same fate.
Oddly, you don't find this AI anywhere else. still, you have to deal with it or it will make you pay.
