I haven't finished the story and have been mostly doing the other stuff and can say I am having a lot of fun with it and think it is worth it at $9.99. Personally I think it is better than Gat out of Hell (least favorite) and am having more fun with it than 3 and 4. (Could be because of overplaying them.)
While I would have rather seen Saints Row 1 and 2 get remade to play, look and run better this game isn't as horrible as I thought it would be and I feel $9.99 was a good sale for it.
If you are in the camp that 1 and 2 were the only good games and hate 3 and 4, you will most likely be disappointed in this game and would probably be better off skipping it. If you thought 3 and 4 were fun games to play despite the stories of those games being more crazy and not as solid as 1 and 2, I recommend getting this game on sale. The whole thing for $9.99 I feel is a good deal.
As for the Co-op mode I don't know if anyone plays it or not anymore as I haven't bothered to even try it out as I am more of a single player mode enjoyer and have never played any Saints Row game Co-op.

Buy it while it's on sale , the game is fun !
The only major issue was the lack of interiors (for main missions in particular). Thus resulting in too much taking place on the world map.
Story is mostly kinda dull and even stupid at times.
I really didn't understand the character of the "Nuahuali", nor why the protagonists would ever think he was trustworthy.
But overall it's a lot of fun, and an underrated game imo.
lol MULTIPLE poor releases killed the studio, which is hilarious considering how many ♥♥♥♥ on this game while praising the few previous. it's all the same half-baked ♥♥♥♥ it's always been. no one release of any media would close an established studio
also have you played the all DLC ? have u unlocked all rewards from Murder circus ? how much money you earn per hour in saints row ? hv u unlocked all upgades of weapon/skill, if u didnt tried or unlock everything, than your boring sounds invalid....
NOTE : It can be played fully offline. No internet required. It comes with five free cosmetic DLC's.
The fun fact, the collectible can be found in world by snapping pictures, than it will unlock trophies for HQ decoration, the clothing in stores are fun to explore, tattoo and taunt moveset, to explore the world without hassle, it is recommended to use wing suit and the air launcher [pain&gain] and unlock fast travel points.
The DLC - Murderous Circus is actually quite challenging yet fun combat, the recommended way to enjoy is to purchase XP boost ASAP then follow by default gun upgrade of respective hero selection, after defeated all 4 bosses, you will earned Double shotgun pistol, sniper, LMG and molotov, some trophies and cosmectics. it has sense of danger because it has removed mostly overpowered weapons & skills in your story default hero character, therefore the combat is quite intense , dont trust the reviewers as they are lacking patience and unable to bear with setbacks therefore they rage quit and leave emotional bias feedback disguised as game reviews...
If you're looking for top-notch writing chops, maybe Saints Row isn't the series for you from the start... I've played the others, and was completely non-plussed by any of them. I got this free on Epic, and have never looked back. FWIW, the Steam version is WAY better in every way than the Epic version.
Anyway, if battling cops/gangs/etc, AND flying around in a wingsuit, AND driving fast in the city and the desert AND flying attack helicopters and VTOLs AND creating a criminal empire from the ground up all are boring to you, then maybe 3rd person shooters aren't your thing.
This game is amazing, and I haven't even talked about the soundtrack.
