Under the best circumstances, hunting for the Modern Audience is about as productive as hunting Bigfoot and Nessie. They were so confident they'd find their new and improved audience they didn't even wait before they alienated their existing one.
End of the day, they had a simple choice: Give the Audience what the Audience wants, or give Blackrock what Blackrock wants.
They chose...poorly.
They marketed the game poorly which made people eager to dislike it, then they released more of the same in terms of the open world but with a horrid story and the scripted moments felt extremely budget and without the flair or fun of some of the prior games.
It is a sub par game, that online I must say gets less credit then it deserves. But it does have some truly dreadful elements. With that said I didn't play it at launch rather quite a long time after and there where still some issues, so maybe i'd be more critical had I played near launch.

It flopped because they tokenize poc and lgbtq by creating their vision of what those things are and deliver a game with a bunch of stereotyped characters that no one who is a poc or lgbtq can relate to at all. In other words the devs live in a perpetual "Plato's Cave" state of mind much like the right wingers they detest. This is why I can't stand leftists or right wingers. It's okay to pick one side over the other (democrat or republican for instance) but when people go to extremes they piss off everyone.

did the race of the characters ever come up? even in dialogue?
don't recall any.
i think this kinda smoke-screen keeps new players from being aware that the game was apparently very buggy on launch, and really doesn't feel fully finished.
Think about what you are saying...
1) trying to chase the SR2 tone, which it arguably succeeded in. Sadly that meant dropping all of the previously established characters some of which were fan favourites. The developers did as well as they could, but the new cast just can't compete with one which had three games to establish personalities (except maybe for Kevin, I like Kevin).
2) Poor customisation options compared to the previous games. Which has mostly been fixed in terms of bodies and faces (mashing together the best parts of SR2 and 3/4) but clothing can still kind of suck. Want a specific pair of knickers? Then be prepared to find the one store in town that sells them (and god help you if it's not leather and lace). This is in fact the main criticism I've seen,
3) Epic Store exclusivity at launch. Probably not as major, but it certainly affected at least some purchases.
Mostly the game kind of falls into the 'meh' range and suffers a bit from older people writing for younger people. The map is fine (better than Steelport, not as good as Stillwater), the combat is mostly fine, the writing is a bit bland but mostly fine, the jokes don't always land but can get a chuckle, the serious moments only sometimes hit as they're supposed to...
It's a fine 6/10 game (about 7-8 if we're using a standard inflated scale). Sadly it gets compared to three games which are generally considered to be Sandbox Game Masterpieces (and aren't too shabby as linear experiences either).
a lot of games come out in an unfinished state.
some games are able to turn it around and fix it.
a few fail to fix/support a game and loses its base.
this is one of those games. i still don't think the current version is the fully realized game.
still feels unfinished compared to the other titles.
