Report a translation problem
It has nothing to do with the game failing or poor sales. All of the Epic exclusives come to Steam on sale.
It bombed on release due to massive amounts of bugs, many of which were progression halting. It also did take a more serious tone, than say 3 and 4, but isn't as dark and gangsta as 2. So, by trying to split the difference, it upset fans on both sides thinking that they were going to get what they wanted.
As standard by Deep Silver these days, they did the one year exclusivity deal for an upfront paycheck. Of course, being only on EGS for a year, did also hinder sales.
The current mixed review is at least partially due to some review bombing for the first reason I mentioned: the super loud fans of the first two games are still out for blood for not having the series take a giant 180 and go back to what they like.
That said, I'd give it a 6 out of 10 for a game, the gameplay is decent and it definitely has some fun points, and the general story beats are okay for a reboot, but the writing can get pretty bad and the pacing gets shattered by the heavy focus on the business ventures as the core gameplay, which tends to get in the way of the main story with their own, isolated, stories.
As for Volition being bought out, that isn't the case. It's been under the same group since SR4, Gat Out of Hell, and Agents of Mayhem.
All other points made are just restating what was already addressed. As far as why/if it bombed, is opinions outside of outcomes. Most people did not like it and the reasons are varied. Review bombing is so minuscule to the number of people who did not like it for other reasons mentioned (bugs, limited content, snarky humor that didn't click, limitations in open world, etc.). There are even people who just discovered it existence (a few people have mentioned this). So the mixed reviews more than likely have merit.
