What does the "1st play" in the achievements mean?
for example: Complete the game in 60min or less on Normal difficulty or harder (1st play) ... so does this mean u can get this achievement only on your "first playthrough" ? Im confused

Thanks! I was just about to ask this question, also.
I wonder if it means beat the game on one credit, like a 1CC. "First play" could mean without using any continues.

This would be an homage to arcade games though, and Mega Man never was one, so maybe not.

I saw this and figured something similar. At very least, "1st time played on a certain difficulty". At very worst, exactly as OP said, "1st time played through, period". Freaked out when I saw this, since it can very well mean screwing yourself out of certain badges being achieved. (Not everybody looks at achievements before they start playing either, which I didn't since it's a Rockman / Mega Man game, etc this time.)

Since they would not change the wording in-game, I wish they would put out a disclaimer saying that this is not, in fact, what's meant at all. Sry for necropost, but I figured that was kinda important. Also thanks for info.

Lastly, Mega Man 3 for NES was include-able on a particular arcade cabinet back in the early 90's. That's in addition to the Power Battle and Power Fighter cabinets that came out in the... late 90's, iirc (?), but those last two were Japan only.
