disk write error can't even launch game

When I try and hit play it says I have a disk write error -steamapps,downloading,739240, nac, 64.exe.
I've tried validating files, it says 1 file failed to download and then it says it's 100% (double check) but the same things happen when I hit play it runs for 1 secs I don't see anything then it just shuts down.
I've uninstalled and reinstalled 3 times but same things happen before validate files as after - nothing happens when I press play.

I'm on windows 7, 64 bit, nvidia card.

FYI I got it to work on a windows 10 nvidia card, no problem.
