So I feel you, but I don't think it was necessarily ineptitude in this case so much as a rush to meet what was nearly a simultaneous worldwide release on the Xbox 360, something that was really uncommon with Japanese games at the time. It's definitely stuff that should have been cleaned up for the remaster, though.
I'm unfamiliar with the original X360 release. Is this a consequence from that release? I could have sworn I heard something about this version being redone in some way regarding the dialogue.
By and large, when Vesperia reads well, it reads fairly well, but you can tell it didn't get as long in the oven as it needed with less than a month between the JP and US releases compared to closer to a year for, say, Tales of the Abyss.
For the record, It was handled by the same folks who worked on most of the other English Tales titles, 8-4 and Cup of Tea Productions - they're very competent, but weren't necessarily given the time they needed with this particular title due to an unfortunate combination of circumstances.
Hell, I wouldn't be surprised if there was even a little pressure from Microsoft in there somewhere, since Vesperia was a timed exclusive for the platform.
It's super unfortunate about the new voice actor too. I wonder if that mean the lines for Yuri were all redone or if it's some monstrosity of dialogue mixing both voice actors' lines. That would be awkward.
The reception of this was mixed. Ask 5 people and you'll get 5 different opinions on how bothersome it is. You'll hear anything from "This game is unplayable now!" to "There were two different VAs?"
