so the good news is this is fixable.. the bad news is that it really is an issue with Steam's UI and giving tons of people a headache. Care to mark this as a solution on your topic OP so others can realize the difference between what you were seeing and what I was seeing?

done, I am glad that you got it working and have made a more streamlined solution.
for me it went into big picture. thats how it worked for me
whenever i would try to install the dlc i wouldnt be able to fight the install button.
but when i did it his way it came up in big picture mode and it was there saying add to account.

The steps mentioned in the OP will become outdated as soon as SteamDeck's UI replaces the old Big Picture Mode.
