Guide for those having issues obtaining your DLC
MAKE SURE YOU HAVE STEAM BIG PICTURE MODE ENABLED

First open your options menu from the main menu and navigate to the "steam" option

then confirm and you will be taken to the steam store

click on DLC

navigate to the dlc ack you want and then click on it

then click the Buy option on the DLC you wish to get

then hit "add to account"

then exit the game completely.

open the store in steam and navigate to the dlc you want to acess and go to its store page.
scroll down and click this option

then you should be able to find your dlc in the items menu here

I followed these steps exactly and the adventurers pack that I failed to obtain easily was activated. these steps may not be entirely necesarry as I did not need to do all this to gain the costume pack, but I hope this helps someone. if you cannot get your dlc after following these steps, I suggest checking your anti-virus software or doing a fresh install of the game and trying again.

I didn't do it from in game, I just turned on Big Picture mode using the standard steam UI. It seems to have worked. So the SOLUTION is actually as follows:

I've just gotta say I never expected Big Picture Mode to be a troubleshooting step. Oi, whatta headache.

I would like to request a sticky/pin for the topic to help those with this issue until an official fix is made, but I have never requested a sticky before.

OH, and I've updated my ticket with steam to let them know. Others may still want to send in tickets so they know it's a wide spread issue though.

for me it went into big picture. thats how it worked for me
whenever i would try to install the dlc i wouldnt be able to fight the install button.
but when i did it his way it came up in big picture mode and it was there saying add to account.

Steam gave me a boilerplate response, so I've sent them the link to this thread again. I want them to understand this is a steam UI bug not an issue on our ends.

I ran into this problem. Played just fine for 2 hours about 5 hrs ago took a nap to let my controller recharge and hit with the message when trying to load the game. This solution did not work for me. Redownloading the game, updating AMD drivers, updating windows as I type this.

A recent update for Steam client changed how DLC works for this, so you want to refer to this guide to make sure it's properly installed:

The steps mentioned in the OP will become outdated as soon as SteamDeck's UI replaces the old Big Picture Mode.
