It makes sense. Give a pack so people who don't really care can get the different outfits quickly and easily, but the die-hard/cheevo hunters have to earn them.
I don't think circumventing the events to obtain some titles by buying DLC will cause the achievement not to pop once you get the final title (Estelle's Collector's book title). The only thing that seems to matter is having the titles available on the status screen and not whether you have actually cleared their respective events, as it's also perfectly possible to inherit titles into NG+ through the grade shop, not redo their events, and still get full completion.
For the DLC-based title acquisition to impair achievement progress, they would have had to set up specific ingame flags to punish people for buying them in the first place. I can't really see anyone doing that kind of thing.
At the very least, the DLC titles should allow you to obtain Estelle's final title. If the achievement does NOT pop right then and there, then you will have to actually do the respective events. However, I see no reason not to ignore their sidequests for the time being and see what happens when you get there, as most of these titles seem to be the ones that are not actually missable and more of a pain to obtain through regular play (e.g. Patty's MA title, waitress titles).
Yes, and in NG+ you also get title notifications for ones you already have. I really think you should ignore the events tied to DLC costumes for now and see whether you'll get the achievement once Estelle's final title has been unlocked. If not, you could easily complete them after the fact since none of them are missable (at least those tied to minigames).
At best, you'll save yourself the hassle of doing a few annoying minigames. At worst, you will lose perhaps 2 hours to them at the very end.
