On PC it's in the Settings, you determine a controller for each player, then in the game once again you put the character in the slots to Semi-Auto or Manual.
In my experience, the best games in the series for multiplayer are Abyss, Vesperia, Graces (great camera in this game for multiplayer, btw, whoever was in charge of that deserves a freaking medal), and Berseria.
Usually, you just put another controller in and change the character's settings from "auto" to "manual" or "semi-auto," and that lets someone else play. I highly recommend it if you have someone around interested in the games; multiplayer is a ton of fun in Tales of, imo.
