Is Rita's Light Magic skill worth the decrease in magic attack?
Does the faster cast time and lower TP make up for it?

Depends if you're going for hits or damage.

If you're trying to combo, lgiht magic will cast magic faster, and cost less. But if you want to kill things, then you want those spells at full damage.

Light magic helps if you can't seem to get regular spells off, but Recast can be used to allow you to continue the same spell.

Yeah it's worth it because it allows for a lot of advanced combo game if you put in the practice, and opens up the gold cat abuse later on.

I personally use Light Magic to reduce TP usage and cast time, and I invest some points in Magic 1, Magic 2, Magic 3 etc. to raise the damage to normal levels.

Uhm depends:

If we're talking about NPC Rita than I'd go for Light Magic any day. Very usefull to extend your combo and to disrupt enemys.

If we're talking about playing Rita yourselfe - Heavy Magic is the way to go.
Simply because the only spell you have a casttime on is Fireball which doesnt really need any form of casttime reduction, the rest of the time you're in Overlimit where Heavy Magic really comes in swinging! ^^

Light Magic decreases damage by 50%, increases cast speed by 20%, and decreases TP cost by 40%.
Heavy Magic increases damage by 50%, decreases cast speed by 20%, and increases TP cost by 40%.
My casting time with Light Magic is ~4 seconds and with Heavy Magic it's ~7 seconds.

Heavy Magic may sound appealing, but you won't always have OL active. You're going to have your spells interrupted most of the time and it's not viable to use any advanced spells outside of OL. The TP increase will also cause her to consume a lot of gels, which could cause valuable time to use a healing item or Life Bottle in a boss battle. This'll also make it difficult for the other characters to use their artes since you'll run out of TP gels much more quickly. Risky Ring can remove this, but Rita will become much more vulnerable than she already is. Faerie Ring can help with the TP cost, but using either of the rings means you can't use a Mystic Symbol or Mystic Mark, which'll further increase your already long cast time.

Light Magic is absolutely the better option. It allows for much faster use of spells, giving you more control over the battlefield as you hit the enemy much more frequently. Light Magic doesn't decrease the damage of Burst Artes or Mystic Artes, so Rita can still Hakai anything in OL. Stacking Light Magic with Mystic Symbol, Speed Cast, Rhythm, and Spell End will allow for easy chaining of spells. I got a 1000 hit combo with Thunder Blade without OL, it's that good.

While you are correct about the downsides Heavy Magic has you underestimate how much OL you generate simply by spamming spells while using it an and how much Mana sustain Rita has build in.
Srsly I'm using Rise Attack + Heavymagic and don't have to use a single mana gel... On Rita that is... npcs... are another story - a manaless one.
Obviously I'm also not using Mystic Symbol I run Wonder Symbol for even more spamming. (although it's effect is VERY limited... you still feel it.)

As soon as you get Convert Absorbtion you're basicly running on infinite mana and even before that her recoveryoptions + cooking are enough to keep you fueled.

Considering Bossfights (where Mana IS an issue) there two ways to deal wth them.
A) Use Fireball and get a somewhat interesting fight.
B) Use OL and obliterate what ever you're facing! Using a Gel or two while poor boss if flying 10 meters above trapped at a 200 combo in an endless Crimson Flare should really be not that big of a deal. =P
Bosses are usually not that much of a challenge when someone plays Rita. x'D

Light Magic is something I only use in Coop where I play with someone who wants to see the enemys that are usually covered in BAs and who wants to use overlimit as well. ^^

I find my OL is best saved for Repede to use it. With his skills OL 1 turns into OL 3, allowing for easy spamming of Mystic Artes! If you get a certain item from 200-man melee than your best off not using Light Magic than as your casting speed will be maxed.

ive always ran light magic on her so that i can stunlock enemies with tidal wave spam and not drain mana. Additionally once you go to the highest difficulty everything and its mother wants to murder the mage, so i use it to get my first few spells off fast in case im out of limit gauge. Now that im revisiting the game after several years ill probably try and see if i can use heavy magic and a tp replenish ring to do more damage with equivalent sustain.
