Edit: Yeah, starting from 100 mastered skills, that scene seems to take the top priority on the entering-town list (above Tough Hound and Final Gale).
This is a chance to experiment. Out of interest, do you have Raven's "Imperial Knights Captain" title? Given some of the character interactions with that, it's possible that it's another requirement to get Shining Star.
I'm not sure what else it could be. It should happen with priority over Tough Hound and Final Gale. I'd guess maybe it might not be able to happen after Aurnion is developed but if you have 150 mastered you probably had at least 100 before doing that.
Separately I wonder if you can get the scene in Tarqaron if you have the title but didn't do the scene to get it.
You do need Raven as the active character when entering Aurnion for Drake to appear for the Vanji Lost scene. You also need Raven as the active character when talking to him for that scene (otherwise he just greets Estelle). That's a different scene to the Shining Star one though.
The most likely explanation for this is that one or more of the other scenes earlier in the game is a pre-requisite for Shining Star, but nobody has made the connection and the OP by chance happens to have not done them. I'd ask the OP which sidequest guide (if any) they followed, as most of them have several deficiencies.
Another possibility is that there's another character progression requirement on top of having 100 skills mastered (by the way I'd urge a recount on 150 since Raven apparently only has 132 skills in total[aselia.fandom.com]). For instance maybe he needs to know 20 artes. But I'd be really surprised about this one since I've almost never used Raven in my first playthrough and only know 2 altered artes, neither of which have been used enough to be learned. The only plausible ones for me would be level (maybe 60, if the OP got to Aurnion fast) or titles (having done all the sidequests available by Aurnion I might have more than the OP).
Edit: Did some more searching, one or two users back on the Xbox 360 version reported the same difficulties and no solutions were found. This one really feels like it requires another scene.
"Rebuilding the Union" is what the ameblo.jp guide called a series of four scenes, and which a few other guides copied: "Part 1" is the two I just mentioned, "Part 2" is where Leblanc that gives Imperial Knights Captain (and we know the OP did this one) and "Final Part" involves Drake teaching Vanji Lost.
Those guides say nothing about Shining Star being a part of that sequence, or requiring it. And I can personally confirm that you do not need Drake to teach Vanji Lost before getting Shining Star.
Reviewing the sidequests, there really aren't many scenes starring Raven between Baction and Aurnion. There's the stuff I've described above, the sequence involving Casey and the twins, and a seemingly flavour-only scene for resting at the Dahngrest inn. It'd help to know which of these the OP has also done for sure.
Separate question, can I ask you to recount your Raven skills? As far as I can tell he doesn't have 150.

ameblo is wrong on a couple of things, another e.g. is that the toy quest wont work until you have to first talk to a guy near the slot machines in the gym.
cut scenese dont just randomly not work, there is a missing requirement for it, and the earlier rebuiolding the union I know is one of them as I did testing in the past where I would deliberatly miss some side questing to see impacts later in the game.
The spell given by drake at the end I dont consider as part of rebuilding the union.
I'm seriously wondering what you're considering "skills" here. 350 of what? Are you adding up the SP required to use the skills? As I said before, Raven only has 132 skills[aselia.fandom.com]. Unless that link is wrong and I've missed a lot, 150, 170 or 350 would be impossible.
That's an understatement and a half. That along with several others (many of which appear to have used it as a primary source) is also why I'm making a guide here off the back of work mostly done 9 years ago to make an accurate guide.
