Report a translation problem
The Special skill needs to be equipped - not just learned - in order for mystic artes to be usable. It is no different from any other skill in that regard.
To emphasise earlier posts, when Yuri (in this case) is performing the arcane, altered or burst arte, you must keep the regular attack button held down until it happens. With the default Xbox-style controller mapping this is B. It's exactly the same as the way to perform a burst arte (where you must keep the arte button (A) held down). The mystic arte will activate as soon as the advanced/altered/burst arte ends, unless you have let go of the button by the time it would activate.
The guides I look through suggest I should be able to use Estelle’s mystic Arte as soon as I progressed far enough into the story
Edit: & for reference, I’m using the switch edition of the game if that makes any difference
For example for flynn, you have to use hellfire or fierce hellefire as the arte before you hold attack and arte attack
For estelle, you need to use all burst artes 20 times first (excluding the cat teaser one), have all the spirits, then during any arcane, altered, or burst arte hold attack and arte attack during the move.
It's also important to be in over limit 4 to use any second mystic arte.
