You can probably unpack game's files and edit textures and what not, but given how game lets you paint anything anyway there is no much point in that.
And to make advanced gameplay mod, you need some experienced people, where the lack of interest strikes, as modders would rather pay attention to popular and mainstream games.
I'm not too familiar with UE, especially not with 4, but it's fairly safe to assume that the assets are heavily encrypted, especially the meaningful ones.
So yeah, as far as technicalities I'm fairly certain this game can be modded.

You can actually play the game with EAC off by deleteing the same files you would for Xenoverse 2 but the game breaks pretty hard on the 2nd time you start it up. I think if someone tried they could get the game running though.
Besides that, it doesn't have Denuvo what the ♥♥♥♥ are you talking about.
That being said MGS5 and Nier Automata - games that both have denuvo and pretty extensive mods, so my point stands.
With enough interest this game could have been modded.
MGSV has flag toggles and enemy spawns to juryrig missions together.
Neither of those are anything I'd call extensive, and both are much better games that actually succeeded.
There's no chance of this getting anything worth calling a mod, especially when it holds hands with the prestigious ranks of Metal Gear Survive, Star Wars Battlefront 2, and Life is Strange 2.

Cue the PS4 release, it bombs hard, so much so it ends up 80% off in it's first week of being on the shelves, more 1 star reviews on it than Hillary Clinton's book of excuses on why she lost the election. AND to top it off suits that had been in the base game of GB3 and prior missing from this game at launch, needing to be patched in (GB3 had 150 suits at launch, NGB had what? 100 or so?)
Putting this game on steam was BANNAM's attempt to try and milk money from something, especially if you consider how inept most of the western market is I wouldn't put it past them banking on the sheer idiocy of people who have never imported and wait for "english dubs"
