He probably didn't want to seem lazy since he modelled Springtrap's skull before.

One thing I can appreciate though about Scraptrap's design is that he has an entire skeleton in him, seriously look at his suit's withering openings and you can see his human skeleton.

I can see why Scott continues to represent humans in the FNaF series with 8-bit sprites, and I think it should stay that way unless he can get someone that’s better at modeling people. When it comes to modeling animatronics and cartoony characters, he’s top notch, but when it comes to modeling realistic humans... you get this...
