Monaco on a controller
I'm playing with a controller, and while this works great on most tracks I still struggle with Monaco.

I'm probably a good 2 seconds off the pace of my team mate in Monaco. I feel like I'm really pushing, but at the end of the lap I seem to have just lost some time everywhere.

Any tips for mastering Monaco with a controller?

I'm in the same boat, I think it's all about playing with the controller settings. There are a few settings for steering, brakes and accelorator. I think we both need to fine tune these settings until the steering and everything else feels better.

for me, I gained A LOT (on all tracks) by making the thumbstick (for steering) less sensitive in the beginning (this setting is called 'Linearity') so I can make finer movements.

something I also realized, and maybe that's just me, but if you push the thumbstick all the way to the left or right, but are not exactly centered on the vertical axis (the forward and back that is) then the left/right output value will not be max (because the thumbstick at least on the xbox controller discribes a circular motion) and the car will not fully turn in - that can lose you a lot in tight corners, especially Monaco. what helped for me is take -5% off the upper end of the steering input (that setting is called 'Saturation').

I play with a controller also and am sorry to say, but we are sunk. There is sensitivity reduction applied to the controller input so as you go faster the less wheel lock you get. The trouble is there is no way to adjust the speed sensitivity and the game reduces the controller sensitivity too much. Increasing the steering saturation makes the steering faster but doesn't actually increase the available steering range. I'd suggest this was done to appease complaints from earlier games that the controller was too sensitive. It affects some circuits more than others but unless you reduce your speed way down the game doesn't allow enough turn in to get around some corners and you just understeer into the field (or wall in Monaco). I've been messing around with the settings files but haven't been able to fix it. Wheel input isn't limited in the same way, so the only answer at this point is either slow down enough to get more steering range or buy a wheel.

there are also tools out there that give you greater control over axis settings for the xbox controller, basically "remapping" the output values. but I guess it comes down to what the game then does with these 'raw' input values.

if it is as @Deckard says then there is pretty much nothing you can do. besides maybe registering the controller not as a controller (gamepad) but as a wheel instead, should the game really handle the inputs differently for wheels.

I tried renaming xinput pad to xinput wheel in the typeid_to_name_dictionary.xml file. It didn't work and still applied the reduced sensitivity. Couldn't get the controller to work at all renaming it as a dinput device. In some older games I've been able to manually select my controller as a wheel but doesn't work with F1 as there is no manual selection possible.
