Any way to change the flag settings after starting a career?

I just started a new career and put flags to ON. The game is just silly. If I am being lapped, I get warned, then a few seconds later, a penalty. And they just build up as I can never get over fast enough. And many times they just don't pass me even though I pull over on a long straight, and I still get a penalty. I literally have to slow down almost to a stop, and let them go by. It's worse when there are 3 or 4 cars ready to lap me.. penalty, blue flag, penalty, blue flag, .. I realize I am a back marker but when I'm trying to race my teammate, and he NEVER gets a penalty, sits in front of the lead lap cars... He slows them down to the point where I catch up to him lol... then oops.. blue flag, penalty...
So, it appears these settings are now locked in the menus. Is there some ini file where I can change these now that I've started a career or do I need to start over?
