yes it can, currently using mouse steering, you have 2 options, use Vjoy and mousetoVjoy or use freepie with a mouse steering script
it work as good as a wheel

Step 1, Download vjoy and install it normally
Step 2, Download mousetoVjoy : https://github.com/R1PeR/MouseToVJoy ( he did the program to run in AC and ACC ( myself used it since years )
Step 3, go to were you have mousetovjoy and set to run with admin rights the MouseToVjoyGUI.exe
Step 4, configure it like this : https://imgur.com/2T0ovQd ( or you can use this web https://keycode.info/ to see the keyboard keycodes so you can change the buttons to your liking ( my config in the pic is, W = gas / Space = Brake / Q = shift down / E = shift up / C = clutch ) ( is important to leave the acceleration throttle / Brake / cluck to 1.18 dont go lower that 1.15 or the imput will be super slow, this is a bug with latest windows update doesnt affect the steering with the mouse only the imput for gas / break / clutch )
Step 5, Click OFF to start the program, If you did right the program will ask to run with admin rights
Step 6, Go to F1 2018 and go to controls and when you gonna setup the steering input, just move the mouse to the left or right and done, you will notice you have a -X ( left ) and +X ( right )
that all, This program doesn't work on all the racing games but on AC and f1 games is ok
you wont have that strange deadzone in the center of the steering input so it will be a full and smooth steering imput with your mouse same as a wheel , just remember to leave the steering in game straight because the input kinda get stuck in autodrive and you will gain control of the car while drastically turning to the left or right
