Those with three castles and hill forts are sufficient as well, though, to get manpower per foot squad above 650 (with the usual bonuses from traditions/extra companies).
In my Georgia campaign , I have Kutaisi with 4 castles and 1 hillfort, again same troops number ~8k.
To get 8k army, your troops have to be only infantry and/or archers.
You can get even larger numbers like 8.5k if you have only peasant/militia army.
Ofc my wet dream would be to find a city with 4:4:1 , with such a city my King can easily command a 8.5k army of Templars and do a reverse crusade on Rome! lol
But I never seen a combo of 4:4 (4 castles with 4 villages) , I dont think it even exists
